Julia Mangin is the Director of Sustainability & Government Affairs at Recology, where she leads companywide sustainability strategy and oversees legislative and regulatory engagement across California, Oregon, and Washington. She partners with internal teams and external stakeholders to reduce environmental impacts, set and advance sustainability goals, and embed circularity into Recology’s long-term business strategy.Julia guides the company’s policy efforts on climate, circular economy, and zero waste initiatives, collaborating with lawmakers, regulators, and industry coalitions to shape effective environmental policy. She also manages strategic partnerships that drive innovation and support Recology’s vision of a world without waste.With over a decade of experience in the resource recovery industry, Julia is a recognized expert in the circular economy and has worked across the full value chain—from materials management to policy development. She serves on the Board of the Resource Recovery Coalition of California, sits on the Executive Committee of the California Compost Coalition, and serves on the Environmental Research and Education Foundation (EREF) Research Council, contributing expertise to advance forward looking solid waste and environmental policy statewide and nationally.Julia is a recipient of Waste360’s 40 Under 40 award and holds a Bachelor of Science in Environmental Sciences from the University of California, Berkeley.
