Matt Morrison is a partner in the environmental group at Baker Botts. He spent more than two decades in government service at the EPA and the Justice Department, where he handled matters under all the major federal environmental laws.
Matt began his government career in EPA’s Superfund program and has worked on CERCLA cases involving landfills across the country. However, the primary focus of his practice is Clean Air Act issues, including matters pertaining to criteria pollutants, hazardous air pollutants, and greenhouse gases. He works extensively on renewable fuels, including biogas and renewable natural gas produced from landfills and agricultural digesters, and he has also litigated renewable fuel issues in federal District Court, the U.S. Circuit Courts of Appeal, and the U.S. Supreme Court.
Prior to entering private practice, Matt served in senior leadership roles at EPA, including Acting Division Director and Associate Division Director in the Office of Enforcement and Compliance Assurance, and as Deputy Director of the Office of Criminal Enforcement, Forensics, and Training. Earlier in his career, Matt served for more than 13 years as a trial attorney and then supervising attorney in the Environmental Enforcement Section at the U.S. Department of Justice.
Prior to becoming an attorney, Matt was a chemical engineer whose duties included process modernization and environmental compliance at a chemical facility in Texas. He also has a master’s degree in business administration. In addition, Matt is an adjunct professor at George Washington University School of Law, where he teaches environmental law and policy.
Matt has been recognized by Best Lawyers (published by BL Rankings LLC), Environmental Law (2019-2025), ranked by Chambers USA for Environmental Law in Washington, DC, (2018-2025), recognized by The Legal 500 U.S. for Environmental Litigation and Regulatory (2019), and named a Law360 MVP for Environmental Law (2021).
